MCLEAN, Va. – Today, the President of Precursor, LLC, Scott Cleland, released a white paper that warns of the dangers and unintended consequences of a more government-centric broadband policy. In his white paper entitled, “Don’t be Fooled by the National Broadband Policy ‘Straw Man,’ Cleland spotlights glaring flaws in three pillar broadband assumptions, that bias the broadband debate away from America’s free market success and towards the OECD’s industrial policy orthodoxy, and that suggest proponents of a new policy need to go back to the drawing board to find a legitimate policy rationale.

Preemptive Internet Regulation Would Worsen Economy and Stifle Broadband Investment and Deployment NetCompetition.org

WASHINGTON—Scott Cleland, chairman of NetCompetition.org, today questioned why the House Energy & Commerce Subcommittee on Telecommunications and the Internet is using today’s hearing, “H.R. 5353, the Internet Freedom Preservation Act of 2008,” to focus on net neutrality legislation. Preemptive regulation, when the Internet is flourishing could worsen the economic recession, cost the U.S. jobs and innovation and put on hold broadband deployment that could help to be a stable economic force to dig the economy out of recession.

Net Neutrality Advocates are ‘Antiproperty,’ Critic Says Washington Post, PC World

Tech companies pushing for access to spectrum “white spaces” and for net neutrality and open access on broadband and wireless networks have an antiproperty agenda, says one critic.

Open access and other conditions on the 700MHz spectrum currently being auctioned by the U.S. Federal Communications Commission may be suppressing bids and limiting the uses winning bidders have for the spectrum, added Scott Cleland, founder of telecom analyst firm The Precursor Group, speaking at the U.S. Congressional Internet Caucus Advisory Committee’s 2008 State of the ‘Net Conference in Washington, D.C. Cleland voiced a contrarian view during a discussion of spectrum policy; other speakers called on the U.S. Congress and the FCC to open up more spectrum to unlicensed uses.
